The reason why these happen is because of earthquakes underwater or also meteors falling on water. So that's why, these are unavoidable since we can't stop earthquakes and meteors. But we can put some effort into making the damage less by making giant walls and protection things. There are many technologies that can do this, but still, it will be hard since the water is liquid form, and it will take the form of it's container, meaning it will flow wherever it can. That's why it's HARD to avoid them.
