While Rome tried to allow their ally Germanic tribes to enter for protection, they were not able to successfully control the flow of traffic, and it led to large amounts of Germanic tribes. Tribal hostilities between the groups flared up once again, and Rome was simply caught in the middle of it.

Thirdly, the shift of the capitol to Byzantium. Constantine I shifted the capitol of the Roman Empire from Rome to Byzantium, which was promptly renamed Constantinople, after Constantine. This was due to Constantine believing that the Empire was too large, and left the western half under Rome's leader Romulus Augustus. However, by then Rome had very little importance. Combined with negligence, unstable government, and invasions, the Western Roman Empire fell. The Eastern Roman Empire continued to thrive until it's eventually downfall 977 years later in 1453.
